A Caution to Keir Starmer drawn from His Own Past: Without Boldness regarding Britain's EU Exit & Europe, Your Party Challengers Shall Be.

Seven years ago, a mere a short phrase to electrify a Labour conference demonstrating the party was falling out of love with Jeremy Corbyn. While not exactly stirring rhetoric, the words met with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, stood at the podium, blinking in surprise. He was unaccustomed to his speeches having such an effect. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

In that deeply polarized period in 2018, departing from his agreed text like this was always going to be seen as issuing a challenge to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the Europhile sentiments of his party. In just one speech, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who championed most Labour MPs, members and voters against the leadership he later succeeded.

The Evolution of Stance & Settled Debates

In the years since, the landscape has shifted, especially for Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue was resolved by the previous year’s general election. During the most recent campaign, he consistently stressed unbreakable pledge commitments that ruled out rejoining the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has been to pursue Brexit-y voters in target constituencies, despite survey data suggests a significant number have died or changed their minds.

A Lid That Rattles on Europe

However, it’s now the prime minister’s turn to face the pressures of being a party leader. While Europe is no longer the central crisis of British politics, a lid which was tightly sealed since Brexit is beginning to rattle once more.

Both Starmer and Rachel Reeves have intensified the rhetoric about the devastation that leaving the EU has inflicted on the UK’s economy. This serves as an effective tool with which to beat the Reform UK leader, who seldom discusses his flagship policy was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, which by some estimates has resulted in a national economy that is significantly diminished compared to EU membership, towers over the micro-mitigation thus far implemented by the government. The PM's much-touted relationship reset negotiated with the EU last summer offers economic benefits quantified in fractions of a percent.

Cabinet Divergence and Ambitious Proposals

The chancellor is among those trying to overcome long-standing interior ministry opposition to an expansive version designed to boost growth program for young people by which youths can travel between the UK and the EU for work or study.

David Lammy muses openly about the “self-evident” benefits of joining a customs union with the EU, as several Labour backbenchers, such as the head of the Treasury select committee, recently supported an opposition proposal on joining one.

While the Europe minister, the minister in charge of EU policy, now present at every cabinet meeting, insists the firm boundaries remain unchanged, there are ways to work around them. One idea involves announce the start of talks immediately for a more ambitious agreement, to be featured in the next manifesto, to be enacted only after Labour won a fresh mandate.

Starmer's Fundamental Scepticism

However, Starmer has most recently pouring cold water on the idea by warning a return to an EU customs arrangement would “unravel” the commercial agreements with America, which he views as key accomplishments of his premiership.

Reportedly that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. Firstly, he believes a customs pact has been made much harder as ministers are busily de-aligning from EU regulations in numerous policy areas, including the environment.
  2. Secondly, the prohibitive cost demanded from Britain to join a European defense initiative and the ensuing failure of negotiations has led UK negotiators that former EU partners are less interested in offering favorable terms to the UK and are more focused on proving that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, which has been welcomed by Moscow, is seen by some influential figures in Number 10 as grounds for the UK to keep its distance from Europe.

An Alarming Strategy & Strategic Considerations

This bizarre and terrifying document claims Europe is threatened by “civilizational erasure” because of Muslim migration. It contains a single mention of the UK, found on a suggestion that Donald Trump’s administration may interfere in British politics to encourage the growth of nationalist movements.

But, far from deciding that this makes America an unreliable partner, ministers is worried that deeper EU integration could upset the global balance by risking fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation & The Echo from the Past

All of which returns us to the conference of 2018. The PM has consistently stated his speech was not a pitch for the leadership but merely an attempt to keep open the “option” of staying in the EU being on the ballot paper. Indeed, back then, he still supported a “bespoke customs union deal” similar to the one he currently seems to reject.

Observers within the Prime Minister's office have noticed that the Health Secretary, who just about everyone assumes would stand for the leadership, is part of a clutch of cabinet ministers letting it be known they want to go further on Europe.

Aides to the Deputy Prime Minister, another probable runner in a contest to replace Starmer, maintain she refuses to comment on her stance on a customs union as it would merely “escalate unhelpful speculation”.

The Clear Risk and A Wise Memory

The danger is obvious. If Starmer rules out significant moves towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of the party's supporters reside.

It would be prudent for Starmer to remember the effect just a few words had on his career seven years ago. There are options for a major proposal on Europe that the prime minister ought to consider; he should prise them open himself, rather than letting rivals adopt them as their own.
